I remember asbestos all to well. Worked on more schools and government buildings in which the abatement caused more of a problem than leaving i t in place - rip-'n-runs, bankruptcies, etc. Be cautious what you attem pt. PCBs were also used in suspended ceilings and plastic flame retardant an d plasticizers - basic building wiring? How about lead in paint - still allowed in military applications. I was at one of those pub lic meetings. And actually, this is their strategy to save money. And I th ink it is probably wrong headed. Yes, the light balasts before this date usually did contain PCBs and the y are getting airborne. But to just deal with this and not the fact that about 30% of latex paints before this contained them, most of the old caulks d id, many plastics and more, my concern is they are going to remove the balas ts, declare the problem over, and leave some schools still with high PCB lev els from other sources.
