SCHC maintains a list of AIHA Registered Specialists in SDS & Label Authoring. There are many more providers than 3E and SiteHawk that may be more flexible.

Client would be better off hiring a company to prepare it. SCHC.org can help with that too. I know of a few companies (3e, Sitehawk) that offer this service.
