My thanks to everyone who responded to my question about documenting RCRA waste accumulation rates. Smaller generators are more likely to have episodic events that raise questions about where they fall in their particular state's generator scheme. And the implications of shifting from one generator class to another can vary from state to state as well. However, I now feel better in responding to the student's question about who decides what class a waste generator falls into.
