Ah yep, it's the old "Ready! FIRE!, aim." thing. One of "Murphey's laws" is: there's never enough time to do things right, but plenty of time later to do it over again, right.
Even with the early development of life on this planet, genetic control had to have come later so that it didn't lock in a system that wasn't fully tested out. (That is an assertion made by Freeman Dyson in the 1980's.)
