I applied for this position in the past and unless you have awesome KSA's you pretty much have to be a GS-11 to have a shot. They offered this job later as a contractor but the pay was very low.

If you look at the "This job is open to" portion of the announcement, it appears that it is open just to categories of Federal Employees, with certain additions like their families, veterans and individuals with disabilities.
