Low flow hoods work very effectively but only if the yare not crowded with equipment. (See  “Why Don’t We Just Put It in the Hood?”: Issues with Degrading Hood Effectiveness Due to Equipment Placement, (ACS J. Chemical Health & Safety, Jan, 2020.) Tests we conducted with actual hoods at lower than 100 FPM face velocities worked fine with empty hoods  but required higher and higher face velocities as we put more equipment and operations inside the hood. Since, in an industrial setting, hoods always get over crowded we could not safely switch. For some low density operations they certainly can work fine. So exercise care.
