EPA Comments on Draft Permit/Compliance Plan Renewal for Union Pacific Railroad Company's Houston Wood Preserving Works Site
In March, EPA provided written comments and recommendations to the Texas Commission on Environmental Quality (TCEQ) on their proposed permit renewal and corrective actions that govern cleanup of contamination at the Union Pacific Railroad Company's (UPRR) Houston Wood Preserving Works site in Houston. To ensure the historic and ongoing impacts of this contamination are fully considered and appropriately addressed, UPRR must prioritize and aggressively remediate any contamination stemming from the facility that presents a risk to human health or the environment.

Key recommendations from EPA to strengthen the permit renewal and corrective actions include:
 
  • TCEQ should be willing and ready to adapt the cleanup plan, as needed, based on the results of ongoing and future health studies. 
  • The permit should focus on the need to develop a robust Conceptual Site Model that examines data gaps that could impact cleanup designs.  
  • The permit should provide for meaningful public involvement throughout the design and cleanup process.

Read EPA's Summary Report about Workshop on Lithium-Ion Batteries in the Waste Stream
Last fall, EPA hosted a virtual stakeholder workshop to brainstorm solutions to prevent fires from end-of-life lithium-ion batteries in the waste stream and to discuss how to increase recycling of lithium-ion batteries. EPA gathered stakeholders from multiple sectors to encourage discussion of the end-of-life issues around these batteries from a variety of viewpoints.
 
EPA recently published a final summary report, which includes the main takeaways from the workshop, as well as summaries of participant discussions on six separate breakout group topics: education, collection, labeling, design, recycling of small-format lithium-ion batteries, and recycling of large-format lithium-ion batteries.
 
Comment on EPA's e-Manifest's Proposed Third Rule 
EPA published a proposed rule in the Federal Register on Friday, April 1: Integrating e-Manifest with Exports and Other Manifest-Related Reports, PCB Manifest Amendments, and Technical Corrections (known as the Third Rule).
