Demystify: 
The American Chemical Society was probably the first to begin work on  
this right after the original RCRA regulations were promulgated in  
1980. From my first glance through the 200 pages of the document, it  
appears that this is a very important event for lab organizations.

Good news!  The final rule was signed this morning.

Here is the link to EPA's webpage which currently has an UNsigned
version of the final rule.  It will be replaced by the signed version of
the final rule when we have one (later today or tomorrow), and that will
be replaced by the Federal Register notice in a couple of weeks.
