The American Chemical Society's Committee on Chemical Safety has producedan excellent publication Creating Safety Cultures in the Academic Institutions. The final, approved version is available to download in PDF formatat www.acs.org/safety. The full production version will be available in a few months.
The document provides guidance,suggestions, examples, and recommendations that will help strengthen thesafety culture in two- and four-year undergraduate, graduate, and postdoctoralprograms. It identifies:

Specific recommendations that couldbe used by universities and colleges.
