Demystify:
This "fed, state, and local regs" is the clause I like to see since violation of an OSHA or any other regulation while they are on your site = a contract violation. Now you have leverage to get it addressed.

Hi Beth,
Our contracts have a clause that states that contractors will perform all work
in accordance with federal, state and local regulations and refers contractors
to our Contractor Safety Advisory. It's an addendum to most contracts.
