We require secondary containment on all waste bottles so I do not see this as a huge issue. The use of these funnels has significantly reduced problems here and we have never had one knocked over to leak. With the funnels, you do not get bottles exploding and it is much easier to get people to keep their waste containers closed. I was constantly telling people to remove their standard funnel and close the bottle.

Safety decisions are about managing risks for the best outcome. Some codes/policies actually make things less safe in particular situations.
