For those who have as much trouble navigating the C&EN home page as I did, the comment can be found at

Unfortunately, the article is behind the C&EN paywall, so you'll need to log in to read it, but one of the ACS safety efforts that Dr. Pence highlights is the DCHAS-L e-mail list. Thanks to everyone for their on-going interest in supporting these discussions.
