Demystify: 

To add to Eugene's bit on pressure vessels most states require you to pull permits to place pressure vessels into service. Obtaining that permit requires verification that it's built to ASME standards and an inspection by the regulatory agency in charge. In CA that's Cal OSHA pressure vessel division, I don't know if this is applicable for your state as you're regulated under Fed OSHA in MA. Might be worth spending some time contacting the consultation division and get their view on it.

These must be designed, fabricated and inspected per ASME requirements. They are then registered with the national board.

Gas cylinders are not ASME pressure vessels, they are made to DOT specifications. Some cylinders however will be made to both requirements as they are used for transportation as well as in a system as a process vessel.
