I have good news on this front. ACS Publications has made a PDF version of the safety chapter available of the Guide available for download at
http://pubsapp.acs.org/paragonplus/submission/ACS_Guide_to_Scholarly_Communication_1.3_Communicating_Safety_Information.pdf

Other chapters do require a subscription, but the safety chapter is available to everyone without cost.
