CSB is in a critical situation that threatens its survival. The Agency lacks friends on the Hill and is so understaffed, as Richard points out, that it cannot meet its mission. I hope my pessimism is not correct, but the Agency cannot continue as it currently exists. Whether Lemos is able to restructure it is an open question.
