My experience (NJ) was to just use an open Eye hook and rap the chain with your hand to knock off any ice. I have never seen one I could not "break free" that way.

Subject: [DCHAS-L] Preventing gas cylinder chains from freezing
Hello all,
As a California to Ohio transplant, I am dealing with weather based learning curves! Work has an external loading dock where gas cylinders are chained for pick up and delivery.
How do you keep your chains from freezing? Google isn't much of a help for me (or at least I'm failing to input the right words) and I'm hoping the combined knowledge on this list may help.
