Based on the fact that there was a fire in the same Winston Salem facility in December that is just being reported on, I suspect that either the NC state or Winston Salem local hazmat planning processes are not serving the intent of 42 U.S.C. §11001 et seq. (1986), which includes Community Right to Know as well as Emergency Planning…
