1, LEPCs prepare a community emergency response plan:
Identification of facilities and transportation routes of extremely hazardous substances Description of emergency response procedures, jurisdictions Outline of emergency notification procedures Description of how to determine the probable affected area and population by releases Description of local emergency equipment and facilities and the persons responsible for them Outline of evacuation plans A training program for emergency responders (including schedules) Methods and schedules for exercising emergency response plans 2, The entities using the hazardous substances prepare their site plans. The LEPC reviews the site plans.
A site plan that is a box of MSDSs (SDSs) is inadequate and would not be approved. Each state should have a template to be filled in, and appended with SDSs, maps, etc.
The LEPC does not send boxes of MSDSs (SDSs) to the fire department. A good LEPC has one or more fire department officials as a member so that an informed decision can be made during review of a site plan.
3, Sure, we all have stories about processes that were not followed. The question for each reader on this list: "Is your LEPC doing it's job." If "yes", great! If "no", maybe you should get involved.
