Demystify: 

I sent the following to Hillary Cohen of the CSB (no response so far):

I have a question about this job opening announcement.  If you look at the "This job is open to" portion of the announcement, it appears that it is open just to categories of Federal Employees, with certain additions like their families, veterans and individuals with disabilities.  So this would appear to exclude much of the "general public".  Was this intentional?
