Well, well and well as my Bubbe used to say. That makes my point for me. Not only is it common for there not to be enough air coming from the HVAC system but usually the diffusers and returns are in places not conducive to supplying the fume hoods without turbulence or cross drafts. And I also see the diffusers and returns on the ceiling exchanging air ineffectively above the hoods, especially in the winter when the air supply is warmer than that in the room and remains closer to the ceiling.
It has LONG been my opinion that most of these labs should be treated as industrial laboratories and both general ventilation air supply/return and the local exhaust fume hood systems should be designed and planned according to the ACGIH Manual of Recommended Practice. HVAC engineers should stick to HVAC systems for areas where there are no potentially highly toxic chemicals to control.
