Demystify: 

This is a lab that accepts samples from external customers for processing and analysis.   For example, water samples from organizations that need to demonstrate compliance with their water permits.   In fact, this was a State of CT approved lab for performing these types of analyses.    They are not part of a production process….etc.    Hope this helps

Ralph - I noted that as well. I would be very interested to understand how and why this lab was accountable to 1910.1450?

Thanks for pointing this out. The proposed fine is just under $1,000,000, but the more interesting thing to me is that the citation includes both the OSHA Lab Standard as well as a variety of other standards. The structure of the fine assessments is very interesting in that light...
