Perhaps I am being given more credit than I deserve. ;-)

As I mentioned in my post:
"It's interesting being in the media and writing for a living.  I can see how and why things are written the way they are by journalists."

I might have pondered a similar technical aspect that I felt was worthy of inclusion before I began working for a media firm.  The view from the inside is a fascinating one - quite illuminating for how and why certain editorial decisions get made. 

There are word counts, short timeframes, and many decisions on what we can say vs. what we can't, or what we prefer to report on in more detail later.  As I wrote near the end of the piece:
"We’ll continue to monitor this situation and report back as we get new details."

Our editorial direction is to report more extensively on how this all occurred once we have more facts, more time, and decide with purpose on our best direction(s) for further reporting. I work with mostly scientists who now write for a living.  Our managing editor comes from journalism and I enjoy learning from her on how to write for news purposes. It's a delight working with such a supportive team as we have - they're all the nicest of folks.

I hope this helps to pull back the curtain, at least a little bit.

When DOE fashioned 10 CFR 851, the structure of the law was designed to begin with the basics of a worker safety and health plan, then moves to OSHA standards, then cascades into a series of standards some which are referenced while some are not. Thanks for pointing this out. The proposed fine is just under $1,000,000, but the more interesting thing to me is that the citation includes both the OSHA Lab Standard as well as a variety of other standards. The structure of the fine assessments is very interesting in that light...
