I would also point out that "effects" does not necessarily mean "deleterious effects," although it can include those.

I believe that is the point of the article.The variety of health impacts related to chemical exposures is so diverse that the concept of a “threshold value” is dubious at a practical level, although it may be necessary at the policy level.
