At least I don’t have to worry about my cell phone service.  Under my Verizon 5G Plan, I am not connected  to the physical land transmission towers of either The Willis (formerly known as The Sears) or The 757 N. Michigan Avenue (formerly known as The John Hancock) Buildings in Chicago but rather The Kuiper Satellites in the Low Earth Orbit System.  My Apartment Building no longer requires tenants to have land lines.

One of the reasons the landlines are required in major corporations or buildings here in NYC is when the power went out over the whole area, workers in the City could not leave after work to pick up their kids at school or do any of their normally scheduled tasks.  They couldn't reach their children; their children couldn't reach them.  There were thousands of truly desperate and inconsolable people that night in the city.  The only phones that worked were the real land lines.  

Since ACTS is listed as an emergency service for cultural institutions, we maintain that landline.  

Nothing is perfect.  When Sandy hit, the 21 foot water surge flooded the 13th street transfer station which predictably exploded.  So my advice is to have landlines, cell phones, and your computer email which was the only good communication in lower Manhattan on 9/11.  Since not only cell phones but TV stations mostly transmitted from the top of the WTC, we only had one snowy station to watch in horror.

In addition to what everyone else has said here, I would also think they would want to test coverage EXTENSIVELY before they do. We had MANY weak and or dead zones for cell reception in the chemistry building in which I did my graduate work. One of the worst dead zones was the 1st level - where our main stockroom was. I am actually a little horrified when I hear that other campuses have chosen to remove the landlines from their buildings.

Thanks for this summary; I believe that was the situation the last time I looked into it and would be surprised if it changed. I ended up putting “No Smoking” signs on 12 chemical cabinets under fume hoods that are used as waste storage areas last year, even though indoor smoking has been banned on campus for at least 20 years...
