Hello Melinda-
We have a central mailroom as well, but when placing orders for science materials (chemicals as well as equipment, biologicals, etc) we have UPS/FEDEX/DHL (almost nothing for the sciences comes by USPS) we have them deliver directly to the street address, where our stockroom folks take charge of the package. Possibly this might work for your institution? If you don't have a common stockroom, you might try a card-key access space (we give our drivers cardkeys programmed for the building's open hours) or even a locked 'cage' where they are told the combination and can. leave the packages.
If that isn't workable, depending on the quantity, DOT Class and packing group (found in the Transportation section of the SDS), you may be able to use the Materials of Trade exemption. Here is a link to a pamphlet explaining what is required in terms of packaging and stowing in the vehicle

Hello, Everyone,
I need to find out what requirements there might be for transporting bulk chemicals on campus, in particular 20-L cans of solvent and 4-L bottles of concentrated acid.
On our campus we have a central mailroom that receives all packages and then transports them to individual locations on campus so the transport would be in the originally shipped packaging.
Any guidance or input on this much appreciated,
