Demystify: 
We receive all our lab chemicals centrally at Chem Stores then they are redistributed by Chem Store staff directly to the laboratories (or they can be picked up by lab staff).

Chem Store's staff do not generally do any additional overpacking; they are resealed in the original packaging. Note that leaking or suspect packaging would be rejected or, if discovered after receiving, treated as an appropriate chemical hazard.

Because we are a state institution and use a state vehicle to transport the packages we are exempt from DOT shipping, placarding and manifesting requirements, even if we travel on public roads.

The staff do complete a full DOT hazardous material shipping training every three years. Along with annual Hazard Communication training.

I need to find out what requirements there might be for transporting bulk chemicals on campus, in particular 20-L cans of solvent and 4-L bottles of concentrated acid.
 
On our campus we have a central mailroom that receives all packages and then transports them to individual locations on campus so the transport would be in the originally shipped packaging.

Any guidance or input on this much appreciated,
