Demystify: 
The UN GHS Purple Book has an order of precedence for pictograms.
1.4.10.5.3.1 Precedence for the allocation of symbols
For substances and mixtures covered by the UN Model Regulations, the precedence of symbols for physical hazards should follow the rules of the UN Model Regulations. In workplace situations, the competent authority may require all symbols for physical hazards to be used. For health hazards the following principles of precedence apply:
(a) if the skull and crossbones applies, the exclamation mark should not appear;
(b) if the corrosive symbol applies, the exclamation mark should not appear where it is used for skin or eye irritation;
(c) if the health hazard symbol appears for respiratory sensitization, the exclamation mark should not appear where it is used for skin sensitization or for skin or eye irritation.


Several countries have their own order of precedence for pictograms, including the USA.

In the USA for OSHA HCS

29 CFR 1910.1200 Appendix C

C.2.1 Precedence of hazard information

C.2.1.1 If the signal word "Danger" is included, the signal word "Warning" shall not appear;

C.2.1.2 If the skull and crossbones pictogram is included, the exclamation mark pictogram shall not appear where it is used for acute toxicity;

C.2.1.3 If the corrosive pictogram is included, the exclamation mark pictogram shall not appear where it is used for skin or eye irritation;

C.2.1.4 If the health hazard pictogram is included for respiratory sensitization, the exclamation mark pictogram shall not appear where it is used for skin sensitization or for skin or eye irritation.

Would someone be kind enough to point me to the bit or bits of code that address when it is appropriate/acceptable to replace the IRRITANT pictogram with the HEALTH HAZARD pictogram if they’re both independently called for?  I seem to recall there are some instances when it is appropriate/acceptable and some when it is not.  TIA.
