Hi Shannon,
This use case is called "undesignated epinephrine" and its legality
varies between jurisdictions. In BC, epi is available from any pharmacy
without a prescription, but I do not believe this is the case in the
United States.
If I were you, I would call up the local government body responsible for
public health. They should have some good advice.
