The CFATS (the Department of Homeland Security's Chemical Security rule) is published in today's federal register http://a257.g.akamaitech.net/7/257/2422/01jan20071800/edocket.access.gpo.gov/2007/07-5585.htm This means that people have 60 days to decide whether they're covered.
