The processes at NIOSH and ACGIH are not identical, and are constrained in
different ways. You should also realize that NIOSH does not develop
"standards" in the area of occupation exposure, but rather recommends
standards to OSHA, none of which been substantially adopted).
You might get additional insight by looking at the ACGIH web page called
TLV/BEI Resources at http://www.acgih.org/TLV/ One of the links near the
top of the page will bring you to an overview of the TLV/BEI Development
Process. A link to the Operations Manuals of the TLV and BEI Committees is
also available from the Resources page, as is one to several presentations
given in the past about the TLV/BEI process.
