I need some SIMPLE common analogies to explain to non-technical people (jurors) the idea of signal and noise when measurements are made very close to the limit of detection.

Actual issues are data on a device with a limit of detection of 1 ppb and a range of 1 – 2000 ppb.  The data at issue are between 1 and 7 ppb.

Simple analogies are needed

Any ideas?
