I can't answer your OSHA-specific question, since our university isn't
currently subject to OSHA regulations.  I can tell you that all chemical
storage areas are supposed to be kept locked on our campus when there are no
authorized personnel present.  This prevents theft and unauthorized
borrowing (which messes up inventories for folks) and keeps unauthorized
people out of harm's way by keeping them out of places they shouldn't be.
So far the system seems to be working very well for our departments.
