You need to start with the code requirements for your local jurisdiction.  Contact your local and/or state fire marshal's office:

City of Davenport: http://www.cityofdavenportiowa.com/department/index.php?fDD=18-0
Iowa State Fire Marshal Division: http://www.dps.state.ia.us/fm/

The company that services your current CO2 suppression system should also be able to provide all the necessary engineering/analysis you need.  If you do not know who that is or do not have one, here are the Ansul distributors in Scott County, Iowa.  SimplexGrinnell is a national outfit and Ansul's largest distributor, I believe:

We are in the design phase of creating a new, modest-size chemical
stockroom, which is considered an occupied space.  Is it current
standard to have fire suppression that uses a non-aqueous agent?  Does
it depend on what chemicals are present?  It will definitely house
general organics, acids and flammables.  Is there a prevailing design
philosophy I can present to the decision-makers?
