PETROCHINA SAYS REFINERY FIRE IN DALIAN PUT OUT
Tags: China, industrial, expl osion, response, petroleum

(AP)  SHANGHAI =E2=80=94 Firefighters fought three h ours to put out a blaze Monday at a major petrochemical refinery in the nort heastern Chinese city of Dalian, the second fire in two months at the facili ty, police and the company said.

State-owned PetroChina, China's biggest oil and gas producer, said the fire occurred in a diesel tank containing 800 tons of fu el at its subsidiary Dalian Petrochemical, but any that escaped had been cha nneled into an emergency storage pool.

Nearly 300 firefighters and 65 fire engines w ere summoned to battle the blaze, caused by an explosion in a pipeline linki ng two fuel tanks, police said in a statement. Some firefighters remained to guard against any further trouble, given the risk of explosion due to nearb y tanks of aviation fuel, liquefied petroleum gas and other materials, it sa id.

A f ire in mid-July at the same refinery forced the company to suspend operation s of some of its units.

Dalian was the site of China's biggest known oil spill, when a pipeline explosion put at least 1,500 tons (461,790 gallons) of oil into th e sea in July 2010.

The city recently saw protests by some 12,000 people demandin g the removal of a chemical factory making paraxylene. In the face of such a rare but bold show of public dissatisfaction, the authorities agreed to mov e the plant out of the downtown area.

The protest was mounted after waves from Tro pical Storm Muifa last week broke a dike guarding the plant and raised fears that floodwaters could release toxic chemicals.

Recent oil spills in Bohai Bay, o ffshore from Dalian, have further raised concern over environmental risks fr om the region's energy and chemicals industries, with government officials t hreatening legal action against ConocoPhillips China, which operates wells i n the affected oil field with another big state energy company, CNOOC.

CNOOC's ref inery at Daya Bay, in Huizhou, halted operations in several of its productio n lines after a fire broke out in its aromatics unit on July 11.

PetroChina's state ments, posted on its website, emphasized that Monday's fire did not cause an y pollution. Local government officials refused comment and calls to the ref inery went unanswered.

UNIDENTIFIED CHEMICAL LI KELY CAUSED JULY SEWER EXPLOSION IN BURNSVILLE

An unidentified chemical is being blamed for a sanitary s ewer explosion on July 8 in Burnsville.

City officials believe that the explosion, w hich blew off manhole covers on River Hills Drive West, happened when an exp losive gas emanating from that chemical ignited in the sewer system.< /div>

Investigators are not sure how the chemical entered the sewer system, but believe it like ly came from within an existing home or business through a sewer drain. They think the gas from the chemical traveled through the sewer system, into the basement of a nearby home through a dry sewer trap.

City officials believe the flam e from a gas water heater or furnace then ignited the gas, which traveled ba ck through the sanitary sewer system.

Crews have been monitoring gas levels in the sewer system since the explosion but have not found anything unusual.

As a result of the investigation, the city is reminding residents about the importance o f properly disposing of hazardous materials.
