The American Chemical Society's Committeeon Chemical Safety has produced an excellent publication Creating SafetyCultures in the Academic Institutions.  The final, approved versionis available to download in PDF format at www.acs.org/safety. The full production version will be available in a few months.  
 
The document providesguidance, suggestions, examples, and recommendations that will help strengthenthe safety culture in two- and four-year undergraduate, graduate, and postdoctoralprograms.
It identifies: 
Bob Hill and his Team did a superb jobin creating this timely, cogent report.  It is well worth readingand sharing with your physical science departments and your administration.
