Check the definition of a consumer in the Fed Hazardous Substances Act and I think you'll see that this is not a consumer product if it is used exclusively in laboratories and workplaces.

The US Consumer Product Safety Commission doesn't appear to have anything on these units: http://cpsc.gov/  As far as I can tell, it looks like they might have jurisdiction, and you can file incident reports online.
