Question: does the "Education" heading mean K-12? Or does that extend to college/university as well?

The "Education" heading includes events that occur either in K-12 or higher ed outside of laboratory settings. They are usually similar to events in public settings (i.e. cleaning or pool chemical incidents), but due to the presence of large vulnerable (student) populations, these are distinct settings for emergency planning purposes.
