SALT LAKE CITY ‰?? Two chemicals were accidentally mixed together at Temple Square on Thursday, creating a hazardous materials scare that resulted in 10 people being sent to the hospital.

About 11:30 a.m., a janitor inside Temple Square's South Visitors' Center, 50 W. South Temple, was pouring chlorine into what he thought was an empty bottle, said Salt Lake City Fire Department spokesman Jasen Asay. But there were traces of sulfuric acid inside from a previous job.

The mixture created a vapor cloud of thionyl chloride, he said.

"When you breathe it, it creates burning in the mucus membrane, coughing and nausea," Asay said.

The amount of chemicals mixed was small, but the room was small enough that many people were affected, he said.

State environmental regulators today gave an Elsmere-area company an Oct. 1 deadline to install safe storage for a high-risk chemical that triggered an explosion and damage to a manufacturing site off Maryland Avenue last year.

Investigators last year said that failure of a cold storage system led to an explosion of diisopropyl peroxydicarbonate, also called IPP, at Homalite Corp. in the first block of Brookside Drive on Sept. 7. The explosion knocked down some concrete walls and buckled others, but no injuries were reported.

Industry records show that IPP -- used as a catalyst in manufacturing specialty display filters -- is unstable at temperatures above freezing. The chemical is required to be stored in explosion-proof freezers with continuous monitoring and alarm systems.

An explosion involving 150 pounds of the same chemical and the same site led to the evacuation of several nearby buildings on June 29, 1991

Department of Natural Resources and Environmental Control Secretary Collin P. O‰??Mara said in a compliance order that the company had been using dry ice to help keep the chemical safely stored after the explosion last year, rather than required equipment and monitoring systems, at a cost of $100 to $200 per week.

Fire marshals said they are investigating two exploding devices that caused minor damage Wednesday afternoon at a Missouri State University sorority.

The incident took place at the rear entrance of Gamma Phi Beta, 1141 E. Elm St.

A news release from the Springfield Fire Department said that a woman suffered minor chemical burns while attempting to clean up debris from what officials first called ‰??chemical bombs,‰?? but are now characterizing as devices designed to explode under pressure.

Randy Villines said the fire department takes any type of intentional explosion seriously, though it‰??s not clear if the devices were meant to cause injury.

Fire officials said the containers likely ruptured several hours before being noticed.

‰??While these devices were not incendiary in nature and did not contain explosive material, they do pose a danger to individuals,‰?? a release from the department said.

PANORAMA CITY (CBSLA.com) ‰?? It took firefighters more than two hours to extinguish a fire that destroyed two businesses in Panorama City early Wednesday.

‰??Just going to have to start over again,‰?? said Aero owner Gary Berger, whose same business caught fire at a different location several years ago.

No evacuations were ordered and no offsite hazards were identified due to the chemicals. There were no reports of any injuries.

An accidental fire in a home garage injured a man and damaged his home in La Mesa last night.
Fire crews from Heartland Fire & Rescue in La Mesa and El Cajon responded to reports of a residential structure fire at 10:36 p.m. on Tuesday night, according to a fire department press release.
The homeowner, a 31-year-old man, had apparently been working on a motor in the garage with some unidentified chemicals, which ignited when they got too close to a water heater flame.
The man suffered second-degree burns to five to 10 percent of his chest, the press release said. He also suffered first-degree burns to his arms while he was trying to put the fire out. An ambulance took him to UC San Diego Medical Center. His current condition is unknown.

Smoke coming from a barrel in the dock area of the Marriott's Orlando World Center Resort Convention Center is no longer a problem.

Orange County Fire Rescue officials received calls reporting a fire and smoke around 5 a.m. Wednesday and by 8 a.m. they had "mitigated the problem," spokesman John Mulhall said.

Since firefighters were not sure of the cause of the smoke, the hazmat team was called in and discovered the barrel was full of rags that were soaked in various industrial chemicals, officials said.

"It could have been smoldering or a fire ‰?? I am not sure," Mulhall said.

Firefighters contained the smoke to the barrel before extinguishing it.

GREENVILLE ‰?? The New Castle man who was killed Monday evening when a fuel storage tank exploded on Industrial Park Road in Pymatuning Township died from head and pelvis injuries he suffered when he was thrown from a walkway near the tank to the ground below, authorities said.

Mercer County Deputy Coroner John Libonati pronounced Brian Krauss, 37, dead at 6 p.m. Monday.

The death was ruled an accident, Libonati said.

Krauss, a welder, was doing work for Brownies Oil Co., an operating division of Reed Oil Co., New Castle, Reed Oil Chief Financial Officer Mike Tappe said Monday.

‰??Reed Oil is conducting its own investigation and is also cooperating with OSHA (Occupational Safety Health Administration) to determine the cause of this tragic accident,‰?? Tappe said in a prepared statement.

‰??The Reed Oil family expresses its deepest condolences to his (Krauss‰??) friends and family,‰?? Tappe said.

Saskatoon emergency services responded to an east-side home this morning after the resident took three bottles of what he said were potentially explosive chemicals into the back alley, but the fire department said it turned out the liquid was only water.

David Jones told CBC that he is working on a biochemistry degree and has a variety of chemicals stored in his basement at 409 Cumberland Ave. S. He had been moving a batch of chemicals he'd mixed last year to make a substance called "coloured fire," which creates a pyrotechnic effect when ignited. It's commonly used in backyard torches and glow bracelets.

A truck exploded this morning at a facility where the Harvey Canal meets the Mississippi River.

Officials say the truck was loading a chemical when it caught fire and blew up at the Kinder Morgan Chemical plant.

The fire is now out and one person was injured.

Sheriff's spokesman John Fortunato says one person suffered a minor leg injury in the explosion at the Kinder Morgan bulk storage facility in an industrial area.

Neighbors in the area of the 3400 block of River Road in Harvey described hearing explosions and then seeing smoke and flames.

"I heard 'BOOM' and my whole house shook," one man told WWL First News. "It was just a big explosion with smoke and a fireball in the air."

Police have restricted traffic to River Road in the area.

For the second time in as many months, Westwego's City Council voted Monday to approve Blackwater Midstream LLC's expansion request, after a discussion on the topic devolved into a debate over whether councilmen are required to approve every product the company stores at the liquid chemical storage terminal. If anything, the discussion showed that although they're required to approve what Blackwater keeps at River Road site, the City Council members do not appear to know specifically what the company stores in the 46 storage tanks at the 26-acre terminal along the Mississippi River.
