(Forgive double postings. I'm not sure that the earlier ones got through, due to the incoming attachment.)

 

I think the required expertise is not in chemical engineering, but in the safety of gas storage and distribution systems. The best such guy is John Puskar, who has worked in the field of combustion engineering for decades, has advised a lot of our employers, and, sadly, participated in numerous accident investigations.
