In my mind, there's a connecting article between the NGSS lack of concern for teaching chemical safety and the discussions at the DCHAS sessions last week in C&EN this week:
Bringing research into teaching labs
It points out the trend away from a focus on teaching proficiency in the undergrad lab in favor of "scientific question". No mention of safety education in the process, but lots of PPE in the accompanying pictures...
