There a several  programs in the US at community colleges that provide just that training. St. Louis community college Floursant Valley, Ivy Tech community college, Houston Community College, Texas and Delta College all have programs. The one at Houston is focused for the oil industry. 
I expect you're looking for In house training but this would give you a place to start with a plan.

We are support lab working with the engineers to support the oil plants facilities. One of must critical issues is to provide the required training for lab technician and chemist.
Can you please give me the best development plan for the technician and chemist in analytical labs?
