This capability is built into some inventory software packages (for example, UNH CEMS), but this sounds like a bit of a programming challenge in Excel.

I would note that this question could become important to the federal EPA this month, depending on if the generator improvement rule is promulgated and what changes the EPA makes to its proposal that they were taking comments on earlier this year.
