Government employees in a government vehicle transporting government chemicals from one governmental site to another are not in commerce and not subject to dot regulations

Just got a phone call from our athletics department, they want to transport 4 (30 pound) propane tanks in their equipment trailer for the football teams sideline heaters. Anyone have a DOT code that may give a "yea" or "nay" for this?
