I think one can think of an SOP as an end product that can be generated as a means to convey appropriate steps to perform a task or experiment in the appropriate way , safety being only one consideration.
With regard to safety, once the appropriate hazard review is completed the results of the review can be incorporated and displayed through vehicles such as SOPs or control banding.
