You may find the ASHRAE document "Classification of Laboratory Ventilation Design Levels January 13, 2018 ver.1" helpful in addressing the question. It includes laboratory ventilation considerations beyond fume hoods based on the type of chemistry the lab will host in its discussion. Most of the document focuses on higher hazard laboratory work that is likely to be found in locations you mention, but it does include consideration of middle and secondary school settings. I believe that there is a second committee working on a document that defines criteria for chemical risk assessment relative to ventilation needs that might be useful when it is available.
