OSHA regulations 1910.1450, The Laboratory Standard, requires that there be a Chemical Hygiene Officer for laboratories that function under that standard. The Chemical Hygiene Officer is "an employee who is designated by the employer, and who is qualified by training or experience, to provide technical guidance in the development and implementation of the provisions of the Chemical Hygiene Plan." The Chemical Hygiene officer would provide guidance about waste management practices.
Some considerations for waste practices include segregation of incompatible waste, the use of secondary containment bins, labeling, and closing containers when waste is not being used. The potential for the exposure of individuals to materials hazardous by inhalation should be considered when a waste container is opened to add waste to the container. Hood ventilation reduces exposure to materials hazardous by inhalation and so may be advisable especially for your organic and halogenated waste.

Can some one lead me to resources on how waste is collected and handled in teaching labs. There is some debate going on at my school. We do not have a chemical hygiene officer. Chemical waste falls under the Emergency Response Manager. She did not like our
use of carboys with safety funnels, (labeled separated into aqueous, acid, organic and halogenated organic) in hoods and asked that we keep waste in closed containers in the cabinets beneath the hoods. I can see problems with this but do not know where to
go for authoritative background.
