Scientists have been calling for this approach in Puerto Rico (my 1st home) for the last 2 or 3 pandemics, but last I heard the government continues to ignore them.

If I can toot our horn a little, we've set up a small testing lab to focus on helping our local hospitals. Setting up a certified lab from scratch is an eye-opening experience and takes lots of work.
