I did a LinkedIn search recently and found that four additional CSB Investigators have been hired, in addition to Crystal Thomas, who was hired about a year ago (two were hired in 2019 and two in 2020), as well as one Supervisory Investigator who just started work in June 2020.  In addition, there is one person starting work in 2020 who described his CSB position as HSE Consultant and Chemical Process Engineer.  In late 2019, there was one CSB Investigator who retired.  None of this information is available through the CSB website.  But I guess that some progress is indeed being made on this front, despite the cloak of public secrecy.

Here is a link to the just issued EPA Inspector General 2020 report on the challenges facing the CSB:  https://www.epa.gov/sites/production/files/2020-07/documents/_epaoig_20200706-20-n-2018.pdf.
