This is clearly the appropriate guidance. I've been away from HazMat Shipping for a few years, so was reluctant to take the time to find all that, but it is correct to the best of my recollection.

 

It is not clear from the original posting that the researcher wants to ship the samples for the purpose of DOT classification.

 

I would emphasize two points:

 

  1. These exceptions apply only to samples being sent for analysis to determine or confirm their proper DOT classification, and
  2. DOT Specification combination packaging is required, so the limited quantity exception would not apply.

Some googling suggests that 49CFR 172.101 (c) 11 addresses shipping of samples being sent for analysis.
