An additional thought:
The original question mentioned that the concern was around 20 liter cans of flammable liquids. So in addition to the static charge concerns, there is also the challenge of the ergonomics of handling containers that are that large and heavy. For this reason, we bought a flammable liquid transfer pump (from Sigma-Aldrich, I believe) to make these transfers. It included a grounding strap as part of the tool to address static concerns.
